What the public record says

South Africa's public domestic route requires a written surrogate-motherhood agreement confirmed by the correct High Court before treatment. At least one commissioning parent must be genuinely domiciled in South Africa, permanent and irreversible inability to give birth and parent suitability must be proved, and at least one commissioning parent must contribute a gamete. A valid compliant agreement establishes commissioning-parent status from birth; a convenient address or future return plan is insufficient.
