Uruguay's public domestic route is a narrow statutory exception, not an open surrogacy program. An intended woman must have a uterus unable to carry because of a genetic or acquired disease, use a qualifying own embryo, make a gratuitous all-party agreement with her or her partner's second-degree blood relative, and pass treating-team and Honorary Commission review. FNR treatment coverage and Civil Registry implementation remain separate case-specific gates.
