New Zealand intended parents using the domestic clinic-assisted IVF route need Oranga Tamariki preliminary adoption suitability before an anonymous ECART application, ECART approval before treatment, independent legal and medical advice and counselling, a non-commercial and unenforceable statement of intentions, a full adoptive assessment during pregnancy, lawful placement after birth, and a Family Court adoption. They are not legal parents at birth merely because of genetics or ECART approval.
