Israel's public domestic route is a resident-only, committee-approved statutory pathway. A couple or individual intended parent may apply, including male couples and individual fathers after the HCJ 781/15 remedy took effect, but the intended parents must meet residence, age, existing-child, health, criminal-welfare, religion, and family-specific rules and at least one must contribute a gamete. The full agreement, payments, insurance, trust, treatment, birth handover, seven-day Family Court parentage-order application, and civil records remain mandatory gates.
