What the public record says

Australian intended parents need a state or territory analysis for both domestic and overseas routes. The curated domestic New South Wales, Queensland, and Victoria options are altruistic and require state-specific pre-conception counselling, legal, arrangement, clinic, and approval steps plus a post-birth court order to transfer parentage. Victoria adds Patient Review Panel approval for registered ART and does not use the same written-agreement rule as New South Wales or Queensland. An overseas journey separately requires offence, foreign parentage, citizenship or visa, passport, and return planning.
