Uruguay does not provide an open GC matching route. In the statutory domestic exception, the carrier must be a second-degree blood relative of the intended woman or her partner, the agreement must be gratuitous and signed by every participant, and the treating team and Honorary Commission must clear the case before treatment. Carrier-specific expense, autonomy, partner-consent, hospital, and dispute procedures remain source-limited.
