Brazil's gestational-carrier role is non-commercial and clinically regulated rather than an agency market. A carrier must have at least one living child, ordinarily be a blood relative of one partner through the fourth degree or obtain a CRM exception, complete physical and mental-health assessment and informed consent, and receive the intended parents' committed medical and multidisciplinary care through puerperium. Sao Paulo authorization cases add regional evidence and transfer controls.
